DHR reps say that funds to publicmental health care haven't been cut,
just sort of rearranged, but consumers, families, and public mental
health agencies are feeling the rearrangements.

there may be some real reason for it... the govt cant just say the funds rearranged it proper order.even after knowing whats the state in case of depression and stuff they are taking these steps...
